Bylaws

Article I. General Rules
Section 1. General Rules & Respect Towards Other Members
a. Any member is expected to follow through with any order given to them by a higher officer position. If you suspect rank abuse report it to your Charter or National Sergeant at Arms.

b. Cyber bullying is not permitted in the Outcast Reapers Motorcycle Club (ORMC) and is grounds for demotion, removal, or ban from ORMC.

c. Disrespect of women, children, or another member’s family is grounds for immediate removal or ban from ORMC.

d. Trash-talk and disrespect towards other ORMC members or its allies is grounds for immediate removal or ban from ORMC.

e. False representation of any higher officer rank is grounds for immediate removal or ban from ORMC.

f. Maintaining membership within another motorcycle club other than ORMC or outlaw gang other than OROG is grounds for immediate removal or ban from ORMC unless otherwise cleared with the Charter Table.

g. All members are required to appear online on Xbox Live. Any member appearing offline without first letting a National Officer know is grounds to receive a punishment.

Section 2. Incidents & Punishment
a. All incidents reported to a higher officer’s attention are eligible for a hearing.

b. If you have an issue regarding the club bylaws you are to report to your Charter President or Vice President. If you have an issue regarding an
officer or member you are to report it to your National or Charter Sergeant at Arms.

c. Punishments are handed out in the form of laps (around the map or horse track) or probation. Any member who is sentenced to probationary status forfeits any officer position they may hold, any flashes they have earned, and voting rights for the entirety of their sentence. He/she will be forced to complete prospect assignments as well as any other punishments discussed within the National table.

Section 3. Voting
a. Any member who wishes to vote within a charter of ORMC must first meet all of the following requirements:
  • Maintained patched-status within a designated charter (excluding Nomad) for at least two weeks.
b. Majority total is defined as a total number of yes (positive) and no (negative) votes. Not voting and forfeit votes are not included in the majority total.

c. Popularity votes are strictly prohibited. If you are eligible to vote make sure to place it with the club in mind, not yourself.

d. Voting is a right, not a privilege. If a member currently holds a charter patch and is eligible to vote the member in question is expected to vote on club matters. Any member who chooses not to vote agrees to restrain from interfering with the process. If you choose not to vote it will not count towards the majority total.

e. A forfeited vote is a method of stating interest in the matter while abstaining from progressing or regressing the vote by showing that enough
information has not been presented to pass a valid decision. If you choose to forfeit your vote, it will not be included in the majority total.

f. A vote is passed when the total number of yes (positive) votes is greater than the majority total.

Article II. Warfare & Public Lobby Protocol
Section 1. General Team Death Match Rules
a. No member shall compete in a competitive team death match (TDM) against another motorcycle club. If you are challenged to a TDM report it to an officer immediately. This responsibility lies with the Xbox Warlord or National President.

b. During a TDM with Outcast Reapers Motorcycle Club (ORMC) you are expected to follow specific guidelines:
  • Use automatic rifles only. Do not use melee attacks in a competitive TDM or TDM practice. This includes gun-butting.
  • Do not intentionally collect bull-shark testosterone (BST).
  • ​ In the event that you collect BST from killing another player, get a single (one) kill and then kill yourself. Do not continue playing past one kill using BST.
  • Do not wear any form of bullet-proof mask, helmet, or heist armor during a TDM.

Section 2. 1% (One Percent)
a. All members of the Outcast Reapers or Outcast Rustlers are required to follow all 1% rules on GTA as described by the National Table.

b. The Outcast Reapers do not use explosives, auto shotguns, tanks, insurgents, armored vehicles or jets in battle unless used excessively on us first. However, you must have permission from a charter President or highest officer online to do so. Anyone caught using anything other than an automatic rifle, shotgun, pistol, SMG, or sniper rifle can be demoted, kicked, or subject to some other form of punishment. RPGs or sticky bombs shall only be used if the rival club uses armored cars or anything other than motorcycles during battle.

c. No member, prospect, or recruit shall use a vehicle of any kind other than bikes. The only exception to this is if you are doing missions in the ORMC Car Club or Outcast Rustlers crew.

d. In the event you are being attacked by another club on a motorcycle, you are not to blow them up. This is an acceptable form of 1% engagement.

e. Any member or prospect must keep their designated club on Rockstar Games Social Club (https://socialclub.rockstargames.com) set as active,
and wear the emblem in-game at all times.

Section 3. Public Lobby Protocol
a. Never attack any ORMC ally without cause or order to do so by a National Officer. Shooting at an allied club without reason will result in immediate removal of all ORMC crews.

b. Never abandon another member in battle. If you initiated a fight with a kill-on-sight (KOS) club you are required to stay until the fight is finished. Otherwise, only legitimate excuses are an acceptable reason to withstand from fighting.

c. Any member who attends a free-mode war is expected to wear any ORMC charter patch, a Breast Cancer Awareness patch, a Grim Few patch, or an OROG patch.

d. ORMC is a return fire only club. No member shall engage in combat with another motorcycle club without reason and legitimate proof.

Article III. Apparel, Bikes, & Formations
Section 1. Apparel
a. The Outcast Reapers Motorcycle Club (ORMC) does not have any restrictions on what a patched member may wear so long that the outfit contains the active crew emblem.

b. Dress code is enforced during the following situations:
  • ​Free-mode war, video shoot, and club events. During these times all patched members are expected to wear proper biker attire (jeans, kutte, boots, etc.) No brightly colored clothing will be acceptable. It shall be up to the discretion of the highest ranking officer present (or Road Captain if it is a club ride or practice) to decide if your attire is suitable for the occasion.

Section 2. Bikes
a. Any style of bike may be ridden in ORMC with the exception of the Oppressor and all of its successors. In the event that you are participating in a ride or ride practice the Road Captain has full authority over the way you look and what you drive. In the case of the Road Captains absence, the highest ranking officer will assume the responsibility of assuring ORMC meets proper formation standards.

Section 3. Formations
a. ORMC uses a variety of formations for various situations. The following guidelines are expected from all patched members:
  • Never pass the President in formation unless the formation calls for it.
  • During a ride or ride practice all patched members are to remain silent and listen for callouts from the Road Captain and Tail Gunner.
  • In any formation the Road Captain has full control of all moves to be made. No one is to pass the Road Captain in formation.
  • ​When the Road Captain makes a callout it is expected for prospects to ride ahead and block oncoming traffic to assure formation stability. This is the only time prospects are allowed to leave formation. This practice is up to the Road Captains discretion.
  • When parking all patched members are to remain silent and listen for the Road Captain to call the dismount. No one is to dismount their bike before the call is made.

b. During ride practice you are to listen to instructions given by the Road Captain and Tail Gunner on proper formation order and alignment. How well you perform during ride practices will determine your eligibility to attend club events.

c. If you or someone else fall off your bike while riding you are to announce “Reaper Down,” and wait for instructions from the Road Captain. If it was  you who fell off get back on your bike, catch up to the pack, and fall back into your position in the existing formation.

Section 4. Reward Flashes
a. Reward flashes are awarded by the National Sergeant at Arms for making different milestones during your time in ORMC.

b. Flashes may not be earned as a prospect. Any achievement you may make during your prospecting period will not count towards a flash.

c. If you leave ORMC and return flashes will not be returned to you.

d. War Pig: Stay 6+ consecutive hours in a free-mode war with fellow Outcast Reapers and/or any of our alliances.

e. Dog of War: Stay 12+ consecutive hours in a free-mode war with fellow Outcast Reapers and/or any of our alliances.
  • Note: If you leave the lobby during a war for any reason for an extended period of time you forfeit your rights to the War Pig or Dog of War flash. The only exception to this is if you lag out or get booted, but you must return to the lobby within 10 minutes.

f. Old Dog: An Outcast Reaper that is at least 18 years of age.

g. Geezer: An Outcast Reaper that is at least 21 years of age.

h. Grim Ripper: Pull 12+ patches from 12+ different enemy clubs.

i. Patch Reaper: Pull 30+ patches from 30+ different enemy clubs.

j. Grim Few: Make the Grim Few Death Squad by meeting the requirements.

​k. Unholy One: Make the final lineup of Grim Few members for a team death match and win.

l. Loyal: Remain a member in the Outcast Reapers for 12+ months (1 Year).

m. Lifer: Remain a member in the Outcast Reapers for 24+ months (2 Years).

n. Movie Star: Participate and/or be featured in an Outcast Reaper YouTube production.
  • Note: Only cinematic videos made using Rockstar Editor will count towards the Movie Star flash. Free-mode war and TDM videos do not count.

o. Undertaker: Participate in graving 5 separate enemy clubs.

Article IV. Officers & Elections
Section 1. Officer Ranks
a. In order, the officer ranks are as follows: National President, National Vice President, National Sergeant at Arms, National Secretary, National Enforcer, National Road Captain, Charter President, Charter Vice President, Charter Sergeant at Arms, Charter Secretary, Charter Head Enforcer, Charter Enforcer(s), Charter Road Captain, Charter Tail Gunner, Charter Treasurer.

b. National President: Presides, mediates, and manages over all charters; acts as the personal representative of the club to other motorcycle clubs and crews; assists patched members in the interpretation of their officer and club responsibilities; and initiates alliances with other motorcycles clubs.

c. National Vice President: Assumes the role and responsibilities of the National President if he is absent; assists the National President in anything he needs to perform his duties; acts as liaison between Charter Presidents and Vice Presidents and the National President; and assists patched members in the interpretation of their officer and club responsibilities.

d. Charter President: Presides over meetings of designated charter; sets the date and time of church meetings; passes along regulations sent from the National President; acts as the personal representative of the club to other motorcycle clubs and crews; assists patched members in the interpretation of their officer and club responsibilities; and supervises major situations.

e. Charter Vice President: Assumes the role and responsibilities of the Charter President if he is absent; assists his designated Charter President; and assists patched members in the interpretation of their officer and club responsibilities.

​ f. Charter Sergeant at Arms: Maintains order at club meetings and activities; acts as a personal body guard to the Charter President; ensures members adhere to club policies and regulations; assists patched members in the interpretation of their officer and club responsibilities; defends the club and the club’s property; and enforces club policies to prospects.

g. Charter Secretary: Arranges any necessary meetings with any outside sources; keeps the minutes of club meetings, death-matches, and issues brought to the table; documents club changes, votes, and club information in general (club roster, chapter bylaws, rules and regulations, etc.); and assists patched members in the interpretation of their officer and club responsibilities

h. Charter Enforcer: Enforces club policies to prospects; acts as the personal
bodyguard to the Charter Vice President; assistant to the Charter Sergeant at Arms; acts as the Charter Sergeant at Arms in the case he is absent; and assists patched members in the interpretation of their officer and club responsibilities.

i. Charter Road Captain: Plans the travel routes prior to going on club rides; scouts ahead of the formation when necessary; enforces club procedures for group rides; assists members in formation training; and assists patched members in the interpretation of their officer and club responsibilities.

j. Charter Tail Gunner: Protects ride formations; assists the Charter Road Captain; and assists patched members in the interpretation of their officer and club responsibilities.

k. Charter Treasurer: Monitors the club’s income and expenditures including heists; assists any member in need of financial help; and assists patched members in the interpretation of their officer and club responsibilities.

Section 2. Officer Tiers
a. Tier One Officers: Secretary, Enforcer, Tail Gunner

b. Tier Two Officers: Sergeant at Arms, Head Enforcer, Road Captain

c. Tier Three Officers: All National Ranks, President, Vice President

Section 3. Eligibility
a. All officer eligibility is up for discussion within the National Table. No single person is guaranteed eligibility. However, general rules are stated below.

b. No member is eligible for a tier two officer position without first holding any tier one officer position for at least three months.

c. Any member who expresses interest in presidency must first hold a tier two officer position for at least six months. The Charter President position is chosen exclusively by the National President and can only be challenged with the approval of the National President.

d. No member may challenge or run for the Charter Vice President position. This position is chosen exclusively by the Charter President.

e. Any member who wishes to run for the same position more than one time in succession must first wait three months.

f. Any member who runs for an officer position for the first time may be eligible under the following conditions:
  • Maintained patched-status within a designated charter (excluding Nomad) for at least two weeks.
  • Expressed interest in any tier one officer position.

g. Any member who runs for a tier one officer position any proceeding time may be eligible under the following conditions:
  • Maintained patched-status within a designated charter (excluding Nomad) for at least two weeks.
  • Restrained from holding or running for an officer position for at least three months.
  • Expressed interest in any tier one officer position.

h. Any member who runs for a tier two officer position may be eligible underthe following conditions:
  • Maintained patched-status within a designated charter (excluding Nomad) for at least two weeks.
  • If previous position was tier two or three: Restrained from holding or running for an officer position for at least three months. If the position in question is higher up the chain of command than the previous position held then this period may be exempted.
  • Expressed interest in any tier two officer position.

Section 4. Officer Challenges
a. All officer challenges are governed by Section 3 eligibility regulations.

b. No member may challenge for a tier three officer position with the exception of the Charter President (Section 3.c).

c. Before initiating an officer challenge, you must first relinquish any current position. This is permanent and cannot be undone. (Multiple people may challenge the same position)

d. Any member who wishes to initiate an officer challenge must first adhere to the following restrictions:
  • Maintained patched-status within a designated charter (excluding Nomad) for at least 2 weeks.
  • If you have initiated an officer challenge before: Restrained from initiating an officer challenge for at least six months.

e. Whilst a challenge is in progress the officer holding the position being challenged will continue to hold his chair and maintain his responsibilities throughout the whole process.

Article V. Red Dead Redemption Online
Section 1. Translations
a. Officer translations are as follows:
  • National President → National Leader National Vice President → National Right Hand
  • Charter President → State Leader
  • Charter Vice President → State Right Hand
  • Charter Sergeant at Arms → State Gunslinger
  • Charter Secretary → State Bookkeeper
  • Charter Head Enforcer → State Head Enforcer
  • Charter Enforcer → State Enforcer
  • Charter Road Captain → State Trail Boss
  • Prospect → Recruit

b. A patch or patched member shall be translated as a member or RDR member.

Section 2. Dual Enrollment
a. Any member that wishes to dual enroll in the RDR (Red Dead Redemption) crew alongside the Motorcycle Club must meet the following requirements:
  • Maintained patched-status within a designated charter (excluding Nomad) for at least 2 weeks.
  • Received approval from their Charter President.
  • Restrained from attempting dual enrollment for at least 6 months.

b. Once meeting the requirements listed above you can start the process by speaking with your National Leader or National Right Hand.

​c. Any member who decides to dual enroll in the RDR Crew will be required to follow all bylaws governed on RDR as well as all bylaws governed on GTA.

d. The dual enrollment process is two weeks minimum, and twelve weeks maximum
